He was Capitan Municipal of Bago, Negros Occidental. He imprisoned in January 1897 for suspicion of supporting the insurrection against Spain.

He was released in October 1897 and joined the revolutionary forces and designated commanding general in Southern Negros.

On November 5, 1898, he raised the Philippine flag and proclaimed the Republic of Negros. However, realizing the destruction of Iloilo by U.S. forces now fighting Filipinos, he accepted American sovereignty.
